Build a portrait-format monochrome sci-fi observatory display as a self-contained HTML page. Fill the centre with several concentric, slowly rotating rings made of thousands of thin glowing white strands that wobble and overlap, with a few brighter highlighted rings, on a black background with faint stars. Around it add a minimal technical interface: a title block at top left, a running timer at top right, three small metric readouts with live waveform lines, thin leader lines with small labels pointing at two rings, a degree scale around the circle, a scrolling event log at bottom left and an animated spectrum bar chart at bottom right. Use a thin condensed monospace type, white and grey only, and subtle bloom. Everything should animate smoothly and loop without interaction. Done means a convincing, readable control-room visualization.
